St Paul Independent Mayor Candidate Mike Hilborn Interview with Fox 9 Oct 20th, 2025

This interview was conducted by Fox 9 News on October 20, 2025 by Amy Hockert, the video is from Fox 9 Minneapolis-St Paul’s YouTube Channel. Amy Hockert calls Candidate Hilborn a Republican even though he is listed as being an independent. Mike Hilborn did run for office in 2024 for House District 65B where he lives in St Paul MN and was endorsed by SD 65 Republicans for office.

Recently, he talked about his campaign last year where he campaigned, knocked on doors and showed up to forums whereas his opponent the incumbent Rep Maria Isa Perez-Vega didn’t campaign as if she already knew the outcome before the race started. Mike Hilborn said “She did not show up to the two forums.  The forums were held.  I raised about $19,000.  Knocked on doors.  Had a meet and greet at McGovern’s.  Was on the radio and cable.  Put forth a full campaign.”  He said he did not do the normal “paper candidacy” that some candidates do. The League of Women Voters of St Paul likes to cancel forums at the convenience of the DFL candidates’ schedule.

We will list what questions are asked and when they are answered, so you can skip to a question you want to hear first. — admin

The interviewer Amy Hockert mentions the rules are Candidates can’t mention other candidates and they have 10 minutes total. All the same questions are asked of the other candidates with Candidate specific follow up questions. (We’re using the closed captioning to get the questions exact, and it’s delayed a half second or so, and the interviewer does some double starts of words). The square brackets are comments to clarify what the interviewer means or to set the record straight.

0:43 Amy Hockert introduces Mike Hilborn as a Republican

0:49 Mike Hilborn corrects her saying he is an Independent

2:02 Question 1: Public Safety & Policing: The Department of Justice is suing St Paul for it’s so-called Sanctuary City Policies which results in the release of dangerous criminals in the city. So when it comes to Federal Law Enforcement working in the city, Mike, what role does St Paul Police have?

2:17 Mike Hilborn

2:57 Question 2: As far as gun control goes, a group of Mayors from across the Metro, including St Paul, is asking state lawmakers to give individual cities the authority to make their own gun ordinances. They want to ban high capacity magazines and assault weapons. How do you feel about that? And would you join that group?

3:14 Mike Hilborn

3:31 Question 3: What would be your message to those? Because we’ve seen obviously out of the tragedy at Assumption [church shooting on August 27, 2025, Minneapolis MN], we’ve seen so many groups coming out to ask for this exact thing. We’ve seen doctors and faith leaders. We’ve seen clearly parents and family members those who lost loved ones in this. What would your message to them be in this?

3:53 Mike Hilborn

4:24 Question 4: Let’s talk about the Economy. What are 2 things you would do to revitalize the downtown? We’ll talk about 1 short term right away and then another in the next year or two. What would you be looking at if you had to narrow it down?

4:39 Mike Hilborn

5:49 Question 5: As long as you brought it up. Homelessness, encampments, these are issues that cities like St Paul are facing right now. What specifically would you do as it pertains to encampments and homelessness, to try to find solutions that are humane, also reasonable? We have to worry about budgets, right? When you’re mayor, what are some of the things that you would do specifically?

6:14 Mike Hilborn

7:00 Question 6: Mike tell me a little bit more about your experience as a business owner. I read somewhere sort of a second chance [employer], business owner is what you are described as by one by one outlet. What does that mean?

7:13 Mike Hilborn

9:04 Question 7: I want to address the cyberattack that shut down the city services and threatened to do more damage if a ransom wasn’t paid. Which the city said it wasn’t. Where does cyber security fall on your list of priorities? And then how much are you willing to spend to bolster it?

9:21 Mike Hilborn

10:06 Question 8: St Paul is a Blue City you’re in a primarily blue state. So what makes you believe that you are somebody who can break through and have people vote for an independent candidate in this case?

10:27 Mike Hilborn

We’re posting this interview between Amy Hockert (at no time does she introduce herself) and St Paul Mayor Candidate Mike Hilborn. This is a courtesy for St Paul Voters. Mike Hilborn was not endorsed by the Republican Party of Minnesota, he is the only candidate who is not for the polices that have failed the businesses, and the residents of St Paul. The other candidates want more government involvement which will mean more expensive government and more of your income. We suggest you vote for him and no one else. There is no one else in this race for which Republican Voters can choose from who want to lower taxes and make St Paul an affordable place to live.

This post wasn’t authorized by Mike Hilborn nor any candidates committee. HD 66B Republicans are from the Areas near Lake Como, the neighborhood of North End north of Maryland Avenue, and the Near East Side out to Arcade St of St Paul Minnesota — Admin

MN Gun Owners Caucus Illuminates about DFL Gun Control Bills to St Paul GOP Candidates

Meet & Greet the St Paul Republican House Candidates
6 of 7 Candidates invited attended the Meet & Greet. from Left to Right, Fadil Jama (HD 66A), Dan Walsh (HD 64A), Mike Hilborn (HD 65B), Scott Hesselgrave (HD 67A), Greg Copeland (HD 66B), present but not pictured, Peter Donahue (HD 64B)

The MN Gun Owners Caucus was invited to help St Paul Republican Candidates to understand what they may be up against in debate/forums and in town halls against DFL career politicians, concerning gun laws and regulations, which are unconstitutional due to the Supremacy of the US Constitution over State Constitutions.

The nonpartisan nature of the MN Gun Owners Caucus was such that if they called this meeting, instead of the HD 66B Republicans, they would be required to invite DFL Candidates to the event. Lawful Gun Ownership is a nonpartisan issue, yet too often DFL legislators and their party are hellbent on adding cumbersome regulations that pose to be “gotcha” laws that will make any law abiding gunowner into a criminal or go insane trying to follow all of them.

Many examples of “gotcha” laws are posed as “Reasonable” Gun laws.  One such law that was proposed in a bill by Rep Kaohly Her HD 64A DFL was the Safe Gun Storage Bill where guns would need to be locked, unloaded, and separate from ammunition. Thankfully this “Gotcha” bill which was Insane & Unreasonable failed thanks to the MN Gun Owners Caucus. Rep Kaohly Her at the HD 64 A&B Forum  on Sept 17th said she was a gun owner and stores her gun separate from her ammunition, unloaded and locked at her home. Hopefully her home isn’t located and invaded by armed criminals as she just stated her home doesn’t have an accessible firearm ready to thwart a crew of career criminals wanting to steal and possibly kill anyone who gets in their way. We pray that day never happens to her, or anyone else.

MN Gun Owners  Caucus Explained What they Do
MN Gun Owners Caucus, Comms Director, Nick Majerus explained about how gun laws and what the organization does

Nick Majerus explained about many gun laws that were put into an omnibus anti-2A bill and how the bill failed. It failed because gun ownership is nonpartisan and Rob Doar a full time lobbyist for the organization lobbied legislators to see the insanity of certain laws, and also worked to water down bills that looked like they were headed toward passage due to party line votes and Big Money organizations pushing for gun control.

Bryan Strawser is a co-founder and Chairman of the MN Gun Owners Caucus.

There are 2 main In-Session Events the MN Gun Owners Caucus invites Law Abiding Gun Owners to the Minnesota State Capitol Building. It is for Rally Day, as well as the Lobby Day. We posted both of those days this year.

May Lor Xiong Addresses the Audience

May Lor Xiong, the Endorsed Republican Candidate in CD 4, running against Betty McCollum

May Lor Xiong talked about the importance of being safe and defending oneself and your family. She cited how despots and Communists will tell people who they want to protect you while they take some of your money, but after they take your guns away they might take you away and no one will ever see you again.  All Communist regimes do this.

Questions and Answers with Nick Majerus

Nick Majerus answered questions from Candidates and from the audience at the event room at the American Legion Post 577.

One of the questions was about the most recent obscene MN Supreme Court Ruling in MN v Blevins. Mr Blevins had been threatened with a knife on the Light Rail Station near the US Bank Stadium. Blevins pulled a machete in self defense. He then gets charged with second degree assault-fear using a weapon.  They said from the camera footage on the platform Blevins did not retreat. Yet there is no such law or requirement by anyone wishing to defend themselves. The Majority opinion was that Blevins didn’t retreat and he caused fear with his machete and thus guilty. The dissenting opinion by Justice Thissen and the case can be read here.

St Paul Republican Candidates Address the Audience

Each of the Endorsed Candidates that attended the event got up and addressed the audience. There were 7 candidates who were running, only Sharon Anderson who beat the endorsed Republican Candidate AJ Plehal, did not attend the event.

Those in attendance were HD 64A Dan Walsh, HD 64B Peter Donahue, HD 65B Mike Hilborn (there was no candidate filing for HD 65A), HD 66A Fadil Jama, HD 66B Greg Copeland, and HD 67A Scott Hesselgrave.

Thanks to the American Legion Post 577

HD 66B Republicans would like to thank the American Legion Post 577, at 1129 Arcade St, Saint Paul MN 55106, for having a real nice establishment for us to hold our event at. They are having a Booya on Saturday October 19th.  They have a beautiful building, and a great atmosphere inside.

This post was a write up about an event planned by HD 66B Republicans for the sole purpose of educating the public, candidates, and anyone interested in lawful gun ownership.  We thank all the invited Republican Candidates of St Paul for the MN House. We are glad to bring attention to some really great candidates other than our own endorsed candidate Greg Copeland, and May Lor Xiong.

Thanks to the MN Gun Owners Caucus to help educate those who attended our event.  We are not associated with them, though some of our BPOU delegates are members of their organization.  — Admin

USCCA Concealed Carry Training IN St Paul (HD 66B) on Sundays

We Republicans of House District 66B like to promote events in which anyone can participate within our boundaries of House District 66B.

What:  USCCA Concealed Carry Weapon (CCW) Training Class. You can get your CCW Certificate after completion of the class to get your CCW from the Sheriff’s Office.  The course is 5 hours of classroom training and 2 hours at the range.

Where: 973 Payne Ave, St Paul MN 55130

When: 9:30 am to 4:00 pm, Sundays

Who:  Daniel Ward II is a USCCA/NRA Instructor.  His class is open to 10 students on each date on a first come first served basis.

Cost:  $125.00 (to cancel one needs to request it 48 hours prior to the class)

It’s rare that any sort of Firearm Training takes place IN ST PAUL! most trainings take place in the Suburbs or within an hour’s drive from the Twin Cities.

You can go to the following USCCA Training link to register for the class: MN Concealed Carry Course.

What to Expect as a Student

You can pre-register for the class weeks in advance.  Look at what one needs to bring to the class, bring something to drink and munch on as a snack.

There is some prep work prior to arriving. You should download the free e-book called, “Concealed Carry Home Defense,” by Michael Martin, a Minnesota resident.  You can follow along in the book during class in order to fill out a worksheet which is provided.  It is easy to read with many color photos of the information you are studying.

You will cover the topics in the e-book during the 5 hour interactive instruction with a scheduled break. Here are the topics covered:

  • Developing a Personal & Home Protection Plan
  • Self Defense Firearm Basics
  • Shooting Fundamentals
  • The Legal Use of Force (Reasonable & Deadly Force)
  • Violent Encounters & Their Aftermath
  • Universal Gun Safety Rules
  • MN Gun Laws (Duty to Retreat)

At any time Instructor Daniel Ward II will answer questions you have on the subjects.  He is patient with all students and respects them in where they are at in their knowledge of firearms.  It is okay if you’ve never picked up a firearm or are fearful of them he’ll help you become comfortable.

At The Range

After the 5 hours of classroom instruction, students leave to the range. Once students reconvene at the range, students are issued hearing protection and eye protection before they enter the range for the first time.

Basic requirements of CCW training is to show proficient knowledge and to be able to fire a weapon.  In order to help students understand the difference in calibers and the feel of their recoils, Daniel Ward II will have students fire 3 different types of calibers: .22LR, .38, and 9 mm.

Here are skills to learn at the range:

  • Clearing the handgun
  • Loading ammunition into a magazine
  • Universal Gun Safety Rules
  • Identify your Target and know what’s behind it
  • The Difference between Target & Front Sight Focus
  • Trigger Control
  • Becoming Comfortable with the Recoil
  • Range Safety

Instructor Daniel Ward II spends time with each student individually helping him or her to shoot properly.  No one is rushed through the training.

Universal Gun Safety Rules

Responsible Gun Owners follow safety rules in handling their firearm. Here they are:

  1. Treat all guns as though they are always loaded.
  2. Never point your weapon at anything  or anyone you don’t want to destroy or kill respectively.
  3. Keep your finger off the trigger and outside the trigger guard until you decide to shoot.
  4. Always be sure of your target and what is behind it.

It is advisable to get Gun Owner’s Insurance in case you are in a Self Defense Incident.  USCCA says on their site this insurance is part of the membership, as well as more training to become a better shooter and a safer one. (We were not paid to say this, it is up to you to decide where you buy your insurance).

HD 66B Republicans does not get any money for promoting this course by USCCA.  Our Neighborhood Party Unit as a group is not associated or affiliated with USCCA nor with Daniel Ward II.

CCW is a topic people in St Paul and Minneapolis are interested in being the increase in violent crime and the City Governments looking to cut budgets to the Police Departments.  Self Defense is a non-partisan issue. ~~ Admin

I took this course on November 21, 2020, as a personal decision on my part.  I am a US Army Veteran who had not trained with handguns before. I wanted to get back into target shooting.  I wanted to write articles about CCW from the point of view of a first time gun owner.
